And the officer will pay his price for his irrational actions. Of course you are the one that described it as "injustice" that the officer is even going to have to defend his case in the court of law.

So following your logic:

Guy doesn't comply 100% and gets shot = price he pays for his actions.

Guy that shoots him and will have to defend his actions in court = injustice.

Well then maybe you should learn more about it. It's bad enough that you think that calling his actions "asinine" is unheard of for a DA, thinking that it would be enough justification for a civil suit is just ridiculous. That doesn't even consider that DA's typically have "prosecutorial immunity" that extends to things that can be quite egregious.

How can you say the officer's life was not in danger? How can the officer know this? The suspect would not or could not produce ID (which is illegal) in order for the officer to identify if he was a threat or not. People that are innocent do not run from the cops and don't say he wasn't running.

Well no one can ever really know this. It's a poor justification, especially when the situation presented no compelling evidence that his life was in danger. The fact that he was cognitively and emotionally incapable of accurately assessing the situation is not a reasonable defense.

While him driving away is not the most desirable outcome, it's much more desirable than shooting him in the head, which incidentally causes him to "uncontrollablely" drive away anyways. So the action taken is about as close to undesirable as possible in that situation.

Pretty much this. He as to be able to point to some actual, real, articulable facts that would lead one to reasonably believe his or others' lives were in danger. It doesn't matter what the cop believed if that belief was unreasonable.

I don't see why this is so hard for people to understand. I mean I don't think he is some sociopath that wanted to randomly murder somebody or anything, but he is still responsible for an unnecessary death and should be held accountable for that.

Yepp. He's just another guy who was under qualified for the job in the first place and improperly trained. Doesn't make him an evil person or a sociopath as you say, but there are a lot of people in jail who have killed someone but aren't necessarily evil people.
