UPDATE - They were both driving police cars. The male officer ran a red light and almost killed a motorcyclist. The female officer rear ended another car in the CBD.

Two New Orleans Police Department officers who NOPD arrested in separate incidents on Sunday (Sept. 9) are each accused of driving an unmarked police car drunk while off duty and then crashing it, the department said. In one of the crashes, a motorcyclist was struck and seriously injured. Brandon Scruggs, 33, a senior police officer, is accused of running a red light while drunk before striking the motorcyclist. He faces charges of reckless operation of a vehicle and a felony charge of first-degree vehicular negligent injuring, court records show. Tonishia Goodwin, 32, a senior police officer, is accused of crashing into another car. No one was injured in the crash. She faces a DWI charge and was cited for following too close, records show.

Records show Brandon Scruggs, 33, was booked on charges of first-degree vehicular negligent injuring and reckless operation of a vehicle. He was booked into the Orleans Justice Center jail about 4:25 a.m. Monday after his arrest on Sunday. A NOPD roster from June lists Scruggs as a senior police officer and says he first joined NOPD in 2010 and was rehired in 2014.
Tonishia Goodwin, 32, was booked on charges of DWI and following too close, records show. She was booked into the jail about 10:35 p.m. Sunday. Goodwin also held the rank of senior police officer and has been with NOPD since March 2009, NOPD's June roster shows.

NOPD is a joke. Time for total reorganization. Recruitment process is nonexistent.

Let’s not forget that NOPD was in the process of hiring a fugitive from Chicago who had murdered his boss with a bat.
They only stopped the process after Chicago PD got in touch with them following an anonymous tip regarding the fugitive’s whereabouts.
You’d think active warrants would be the first thing a police department looks at in applicants, but I guess not NOPD.

Do they have to recruit from NOLA City Limits? Don't they have some stupid rule like that or am I misremembering?

They’ve been pushing for more national recruitment efforts to pick up all of those who either don’t know how shitty NOLA is or those who can’t get on with better departments and are desperate.

They don't have to be from Orleans parish but they have to LIVE IN Orleans once hired. I know that for years groups of officers who lived on the Northshore would pool money and rent shitty apartments in NOLA to use the address as their "residence".
And to bring their girlfriends to but that is another subject entirely.

There is no domicile or residency requirement. It's been 2-3 years since it was waived.
