I have seen a few, USCG now accepts all 12 major Classes for US flagged ships, the ones I have seen are DNV for the most part.
If you get bored google USCG ACP program and be prepared for the usual boring arse FedGov document.

I, personally, think it's bad fcking arse that we have destroyers around the globe that can show up in a matter of hours to an "SOS" signal. 
Disclaimers:
-I'm sure other countries don't feel this same sentiment
-I'm not sure that we can do this globally and perhaps the destroyer was near by because of the particular area of concern

Just level a couple of their refineries and con them into hiring CB&I for the rebuild. That would incapacitate them in the meantime and bankrupt them in the long run
