Don't these companies register these ships in countries like Panama strictly for tax purposes or some other reason?

Cheaper to register the ship. Hell, some you can register online. Inspections aren't nearly as complicated as US registration. No income taxes with some flags, cheaper labor, etc.

Those countries are just ink on paper

Over the last 50 years we've been in conflict with countries/actors that can't fight back in any meaningful way that would disrupt our economy or way of life. For all our fear of Al Quaeda, the WTC turned out to be their one best shot and they could never repeat it. Iran is a different barrel of fish. They are not on our par, but if the regime's existence was under threat, they could make things very interesting, both in their region and in ours.

Probably, but the sharp increase of US oil production and a lifting of the US export ban was a bit of a game changer
