Travis Boys had marijuana (and nothing else) in his system when he executed an officer from the back seat of a police cruiser, caused a 60+ mph wreck on Elysian Fields, fled the scene and caused a 24 hour manhunt.

I guess I kind of understand your point. Those that smoke more weed than booze may be more docile and unlikely to drive like a maniac due to paranoia.
But the same works with alcohol. I know in my case if I've had a few beers and drive home I'm very cautious. Then there is a point where you are blackout and don't care anymore. Sounds like that's where this guy was at.
I think it's a moot point though. They guy appeared hammered and did what he did.
