Call your HOA. There are usually rules around this. They’ll trim the tree and send him the bill.

If the tree falls or damaged your property his homeowners will pay for it.

Nope nope nope if my tree falls on your trailer home your insurance pays for it unless you have documented to the owner that the tree is damaged or risk of falling and needs to be removed

If the tree is healthy when it falls, it won't be the responsibility of the tree's owner. It will be the responsibility of the neighbor with the damaged house.

To tell you the truth, that law is clear as mud. There are a couple of ambiguities that could be interpreted multiple ways. I would need to read some cases to see how the courts interpret it.
