I would call a couple of traffic ticket attorneys and ask what they think they can do and what they charge. They can arrange a pretrial conf with the prosecuting Harris County Attorney and usually a deal will be offered like deferred adjudication and you pay approx $200 in court costs. You should be able to find an atty to represent you for around $150. Guilt or innocence is not usually an issue.... Good luck.

Ya, I feel like you can get away with murder on the roads when its raining. Speeding ticket? No way a cop wants to pull you over and get out of his car.
