Foreigners in DC seem to think any collection of water is a water park. I've seen families jumping into the fountain at Columbus Circle, which is surrounded by concrete and vehicle traffic and a completely odd place to get wet in the middle of a hot day.
The WWII Memorial is obviously very different, and I can't fathom why anyone would make the effort to visit if they're not going to bother reading signs and taking in the significance of the place they're visiting.
