Domesticated dogs don't act like that when in distress and abandoned like this, they should be whimpering and happy when a human approaches to help. The dog has clearly been abused and mistreated by humans prior to this situation. It's not protecting it's home, it's not protecting it's owners, it is in distress and would welcome human contact to save it, were it not previously abused and had reason to distrust humans. Unfortunately, the best thing to do there is to euthanize it. It's broken and not adoptable.

I swear some of you can’t help but react with emotional maturity of a 13 year old girl. All I said was that perhaps there’s a reasonable or at least somewhat understandable reason this happened. People are fleeing their homes and many don’t know what they’ll be coming back to. It’s possible someone couldn’t keep their composure and lost track of things happening. But yeah, let’s have our first response be “someone needs to die!!!!”

Oh STFU, animals have a sense of awareness and danger of predators ingrained in them, when he witnessed his biggest natural predator approaching, a police officer, he was obviously going to be scared.

A human piece of shite, its caretaker, just tied it to a fence in rising water. It’s scared and feels threatened by a stranger. It’s not an abnormal response. Let the rescue professionals make the decision in a safe environment.

What understandable reason can you possibly come up with for someone to get out of their car in the middle of the interstate and tie their dog to a fence? That's a pretty damn obvious sign that the owner intended to leave it behind to die.
