TOPs will require ACT of 28

I've have staggered it but that's not a bad place.
25 and up - half of full tuition
28 and up - full tuition up to a max of $7,500 per semester
30 and up - full tuition plus $500 per semester for books (just a little more incentive for the highest performers to stay in Louisiana).
I figured that any higher than 32 and they've probably got LSU and ULL covering the difference anyways.

This is a good thing. I'd be fine with 25-27 qualifying for some sort of award if possible too.

This sounds like a back door way to close SUNO, southern, etc. there is no way they will be able to make enough money to stay alive.
