Maybe University Police, that would depend on where her apartment is at. Which is sounds like it is farther than 1 mile from campus.

This is probably where your whole story blows up. It took NOPD 3 days to show up to a house in Algiers that had 27 bullet holes blasted through it in a rolling shootout a few months ago. No way one NOPD car showed up that quickly let alone multiple.

Because trying to carjack someone you've followed for blocks on St. Charles is not exactly and easy target.
