Nothing over the top, just flowers, maybe not a dozen roses, but just something that says, "hey I'm thinking about you"
Every girl is different. If she is into him, she'll think it's sweet and appreciate it. If not, she'll find it annoying.
I was talking to a girl this last year, and we hadn't even really been on a date, but she was disappointed I didnt do anything because she was basically looking for me to do something to win her over.

If he likes her, he should send her flowers. Bitches love flowers; hell, I even think they're nice to look at.
Seriously though, my life changed when I learned to man the frick up. If you like someone, tell them. Don't beat around the bush, make your intentions known. If not you'll wind up in the friend zone.
ETA:
This can be tricky. Some people are of the opinion that if a girl is willing to sleep in the bed with you then she's willing to frick. That's not always the case though. Circumstances mean a lot here.

I find myself in the same quandary this year - newly dating. I'm not expecting gifts but dinner at least - if dude tries to ignore Valentine's Day he probably won't be going on anymore dates with me!
