He may have called immediately. The arrest may not have occurred for several days. The police do have to conduct an investigation to corroborate his claims. Also, since the presumptive victim is a minor, Child Protective Services (or the local equivalent) would need to be notified and conduct their own interviews of the kid. So an arrest in these type cases most likely wasn't going to happen immediately.
