My question is: why? What improvement did the butcher think he was making with this horrendous job?

I'm pretty sure the top one was already an example of a bad Photoshop, then someone made the second as an exaggeration to poke fun at the first.
In the original her lower leg already looks shopped way too thin, and the arm appears questionable. The texture of her leg and arm also look ridiculously fake in both.
There's no way someone made the second one in a serious manner.
