Well he is basically a 1 man show. He knew the contract was coming and went on vacation after he sent it in. He should have waited for it to close. Had we known that there was an amendment we would have called him (i know that kinda isn't legal but frick it). It's going to be a rough year for us because the company that won the bid is simply a supplier and has ZERO tech support.

Well that is his fault so no one to blame but himself. A one man shop postpones vacation if that is what it takes to keep the doors open.

And anyone who doesn’t read the specifications, addendums, instructions to bidders and loses out that’s their problem.

In 40 years I have lost more projects than I have bid but not once has my bid been thrown out because it wasn’t submitted properly.

First thing you read is instructions to bidders and the bid form.

Only time I remember being told my bid was disqualified and would not be opened was St Tammany School Board spun it across the table and told me I didn’t have my contractors license on the envelope. I spun it back and told him to look at bottom left corner where the instructions said to put it and it was there. I got that job too. And he was a dick.

If you think that's fricked up, research the Comite Diversion Canal and it's raping of Central residents' taxes since 1983, for nothing in return.

I mean, this was done in a single weekend:
you know that was able to be done because of very very specific circumstances and was years in the design, prep, and construction outside of the replacement in 1 weekend.

Shenanigans and screw ups are so prevalent with construction contractors that entire law firms are devoted solely to this practice area.
it doesn't help when its these small municipalities handing it, it is ripe for crooks to come in and take advantage.

under construction for about 9 years now and it doesn’t appear close to being finished.

Maybe they're in a race with Livingston Parish to see if they can finish after Juban is done

there is a process to get them fired off the job. A good CM could set it in motion to be prepared to do that. But state agencies rarely have those.
