Well that is his fault so no one to blame but himself. A one man shop postpones vacation if that is what it takes to keep the doors open.
And anyone who doesn’t read the specifications, addendums, instructions to bidders and loses out that’s their problem.
In 40 years I have lost more projects than I have bid but not once has my bid been thrown out because it wasn’t submitted properly.
First thing you read is instructions to bidders and the bid form.
Only time I remember being told my bid was disqualified and would not be opened was St Tammany School Board spun it across the table and told me I didn’t have my contractors license on the envelope. I spun it back and told him to look at bottom left corner where the instructions said to put it and it was there. I got that job too. And he was a dick.

Shenanigans and screw ups are so prevalent with construction contractors that entire law firms are devoted solely to this practice area.
