Not in my daily experience. If you take the part from the 75 merge all the way to downtown. It can go from over 70 to stopped.
The worst is going home. People getting on dive immediately for the left lane no matter the speed they intend to go. The right lane is normally the fastest way through that section.

Oh I agree, you don't have to tell me about the 85th percentile and traffic engineering.
If you ask me they keep it too low to generate probable cause for the 90% of people driving so they can pull over anyone they want.
It certainly isn't about safety.

I don't know Louisiana or Texas laws, but in Tennessee even if you are going the speed limit, you are breaking another by impeding the flow of traffic. It's actually called the slowpoke law here. Flow of traffic is more important than speed limit as it supports the greater good of everyone. You going slower is actually more of a danger.

The salt is real in here folks!
FYI Lexus has good residual value. I actually saved money by leasing instead of buying. However, judging from your comments I wouldn't think you'd know how to figure that out.
