No they weren't. There's not a place in America where white customers were being served by mostly black waitresses in 1938. Especially in segregated Richmond.

Even today, the service industry is overwhelmingly white and hispanic. The lying bitch is just pissed off that someone expected her to leave a tip when she went to a real restaurant.
It's unbelievable what passes for scholarship, and what kind of utter fictions make it into print in mainstream newspapers.
