There are 4 million Irish and 40 million Irish Americans.

I think this depends. According to the census we don't.
But earliest English folk probably don't claim that ancestry. And people with the tiniest bit of Irish will claim they are Irish. Even if they are mostly something else. So the numbers probably aren't accurate.
