There is always a need for affordable student apartments close to campus. I know its hard for some OTers to believe, but some students don't have rich parents who pay for everything. Tigerland is a great location. Somebody can make a lot of money there and bring the students back. Between Tigerland and the ghetto two blocks north of campus, I think a lot of potential students may be turned off and go to another university. Its in their best interests to try to fix the problem.

Problem is the section 8 payments are more than the free market will pay for those units. No incentive for owners to do anything.

The people living there now aren't students. They were, but after Gustav, the property owners pocketed the insurance money and just went section 8 because it required less money. Most of the places are in shambles now. No student in their right mind would live back there

A new property owner would have to remodel or even tear down and rebuild, but students would live there if the apartments are decent.

Until Section 8 is deleted from the books or at least radically reformed, neighborhoods will continue to be destroyed. Decent people have to continually leave and go further and further out to suburbs and hope the rot doesn't spread to them too quickly.
I see it in Katy. It's inevitable. Disgusting fricking parasitic developers are throwing up apartments on every patch of land at the same time the oil market is devastated. So they'll soon turn Section 8 and Katy will become a sewer. Then I guess middle class taxpayers will have to go even further out.
