CO2 is heavier than the nitrogen-oxygen mix that is air, so if you're sitting in a pool with your head just above water, the released CO2 will sit on top of the water and displace the air. I can see how someone can instantly panic and not think to get out of the water. I didn't see the video so I'm not sure if that's exactly what happened, but the relevant point is that CO2 is heavier than air.

CO2 in high dosages is both a primary toxicant and an asphyxiant. Breathing high doses renders you unconscious virtually instantaneously, shutting down your entire respiratory system shortly after that.

So kinda like a fire would kill you because it saps/steals the oxygen out of the immediate area and people suffocate and die from a fire without actually being burned?

Can't know for sure, but in this case I don't think so. It sounds like the victims suffered from acute CO2 toxicity, were rendered immediately unconscious and their respiratory system shut down. With a simple case of asphyxiation you would think at least some of them would have been able to get out. Article says they were rendered unconscious almost immediately - average person would need several minutes to die of asphyxiation due to a simple displacement of oxygen.
