Are those legit businesses or am I going to get an offer for half of appraised value?

They are house flippers. They are going to low ball you.

no they are just house collectors, they pay top dollar because their intent is not to resell for profit

Don't bother calling them. The signs reads "We Buy Houses" not trailers

If this was true, wouldn't the sign say "we flip houses"?

people don't have the money to fix up their house, can't rent it in the condition it is in, can't get bank financing on a property in that condition either.
so they buy houses that are hard to sell with the intent of putting money into it to either make it a rental or resell it.

think ...the guy on the side of the road selling tickets and the guy next to him needing tickets. Do you think you are going to get a fair price either way?

Most of those signs are from wholesalers whose goal is to buy the house and quickly resell to another investor that will actual be the person that will renovate and relist the house.

Some people need to sell their property in run down condition.
Some are facing foreclosure.
They do not have time or money to get maximum bang for the buck.
So they sell for 70-80% of fixed up value. Those investors with signs have cash. No inspection needed, no appraisal, no fix ups etc.
The seller also saves 6% on realtor fees.
Can be a win-win!

This. They are looking to sell it to a flipper or landlord usually. So yes two people have to make money on it for them to buy it.
