I've had a life threatening peanut allergy my entire life, and I can say with certainty, this is fricking stupid. Sorry, but no random neighbors should plan their Halloween around your child's specific allergies. If I got candy with peanuts, I sucked it up and gave it to my friends or traded with them. This parent is teaching their child to be entitled as frick, and the world isn't going to protect them from their own allergy. Gotta learn to handle it and deal with turning down foods that have peanuts in them

If I saw that flyer in my neighborhood it would be a daily struggle to not want to tear it down each time I read it.

I'm sure some of the options that parent suggested are bad options for someone else's kids but that's OK.
If your kid is allergic to nuts they can trade the offending candy with their friends. If they're allergic to everything they have bigger problems than trick or treating.

Why don't these parents just go trick or treating with their kids if they're not old enough to read a label that says nuts on it?

Or each day post up a new sign surrounding this sign from a different parent with their kids' allergies or phobias until the only thing left to give out is money. Then suggest a specific amount.
I always like to keep the kids with nut allergies in mind so I buy a bag of Twix, kit kat, snickers, nestle crunch, Hershey's milk chocolate, Mr Goodbar, M&Ms, and M&M peanut so all the kids can have their choice. Of course, the next kid I have knock on my door on Halloween night will be my first in 5 years at this condo, but I want to be prepared just in case.
