He already said the evap wasn't frozen (not sure if he's correct.) He needs to actually pull the panels. If your evap is frozen and you're not low on refrigerant, then you have a defrost issue (defrost timer, defrost stat or defrost heater.) Cheap fix.
If his condenser fan motor is out then he's not removing the heat. Refrigeration is about removing heat.

I'm familiar with a frozen evaporator and pulled back freezer panel off to check it.
Fridge has no condenser fan as the coils cover the back of the fridge and rely on convection to move the air.
Freon is 134a so I'm thinking I will get a quote from the local repair guy and see what he thinks on replacing compressor or finding leak. Compressor is only pulling 50% the amps its suppose to so I don't know what that means.
As mentioned I'd rather them spend 300 to fix it than 600+ on a new POS.

ok well i hope you get lucky with repairing the leak, but odds are very low
as for compressor, nothing is wrong with it, its not pulling the right amps because it has no freon to pump, thats all. there is no load on the compressor so its basically like running in neutral with no freon to pump
