I was reading an article about China’s space station that will soon fall out of orbit back into earth’s atmosphere; LINK
then, I can came across “the outer space treaty”

According to international space law , China is responsible for any damage sustained to an individual or his property anywhere in the world should scraps of its space station fall on land, according to Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space , or The Outer space Treaty.

Another relevant clause in the treaty is that it bars countries from putting weapons of mass destruction into orbit or installing them on the moon.

When Skylab fell out of orbit, some of it survived re-entry and landed in Western Australia. A town there - can't remember the name - that had some pieces land within their bounty sent NASA a fine for littering. No word of it was ever paid. I did see some recovered Skylab pieces on display at the NASA tracking center in TInbinbilla outside of Canberra.

That's why the Alan Parsons Project had to be stopped.
