The only thing I can think of re: tandem float ban

I've been racking my brain trying to figure out what the city's reasoning is.
Only one thing makes sense, and it's kind of far-fetched.
IF someone gets hit by a single float, they get run over by 1 or 2 axles, and that's it. You might be able to survive that.
If you get hit by a tandem float, you might get run over by 5-6 or more axles. No one is surviving that.
While a security guard walking with the float at the junctures might have prevented Wednesday's accident, if the person Saturday was close and slipped and rolled under the float, I don't know if a security guard walking at the juncture would have been able to stop that.
People just aren't paying enough attention to the surroundings.

Those things are heavy as hell.
Just need one wheel to completely crush a person.
The problem is the driver cant see someone crossing between sections. Have one tractor, one float section removes that problem. Finding a way to block the gap between sections would probably be a better way. Not sure though how hard that would actually be to do in practice and at short notice.
