I spent a lot of time in downtown Portland 20 years ago due to a work assignment.
At that time it was normal to see dirty, mental ill, drug dependent folks in their early 20’s in the downtown park as well as other mentally ill nude men and other guys wearing dresses and combat boots walking around. Crazy place with literally crazy people. Toss encouraged leftism on top of that and there you go.
