It segues beautifully from Dixie into the song. The song itself is beautiful. I like how Ralph Gleason described it:

I didn't coin the term chocolate city. That was the elected black mayor that did that. And that term has certain implications about who is "in control" and who is welcome in that city. The current mayor, though white, is continuing that with his latest bitch boy stunt and then throwing a party while doing it.
If that's the view of the city - and obviously it is because that's who they elect - then the people that the city views as their underlings need to consider whether they want to spend money there. The vast majority of football fans, particularly those traveling to bowl games, are white. That's just how it is.
