The SDF is 90% kurd, they are working for and with the "American" forces and israel, their purpose is to destroy the stability of the Syrian Nation and fracture it into two or more little states, to make it easy to control or disrupt at will.
The American air force used white phosphorus to ethnically clean Raqqua of their Arab population, freeing the way for a Kurd takeover.
The legitimate Syrian goverment is still standing and fighting hard to regain control. If their ally Russia lend them the needed help, they may end up taking back the control of their whole country, including the "kurdish area".

That's not even the same area of the city being shown in the supposed before and after images. In the "after" image on the right, you can clearly see the semi-circular wall that separated the "Old City" from the new. That wall used to be the outskirts of the city dating back to the 3rd Century. That wall is not visible in the image on the left.
That said, yes that city has been pounded and lots of buildings have been damaged/destroyed. I was over there from Aug 2016 to July of this year flying sorties over both Raqqa and Mosul and contributed to that damage. You wouldn't believe the amount of scrutiny placed on every request for an airstrike in an effort to minimize collateral damage and preclude civilian casualties.
