The Church Point drama beats my adoption drama

I've told this story a couple of times on here, but when we were adopting our daughter, we entered the belly of trashiness in small town Alabama.
A 16-year old high school dropout contacted us through an agency. She was pregnant and wanted to give up her baby for adoption. We met her, it was early in her pregnancy, but she was fat and you really couldn't tell. She called us and said that she wanted us to adopt her baby.
Now, there are a lot of emotions involved in this from all sides. My wife is so very happy, I'm excited - but we have to do things by the book. I hire an attorney to deal with all of the things that attorneys have to deal with in these issues. The girl's mom isn't around - so the attorney is working through all of that.
We get a call from the girl on a Friday night that her boyfriend beat her and she lost the baby. We are devastated. I feel the urge to try to help this girl, so I start making some calls. I cold call a pastor in the area, intending to try to help this girl financially through the church and get her some counseling help. The pastor recognizes the name and hands the phone over to his wife. This pastor's wife informs me that she is a scam artist and she was never pregnant. Her plan was to try to get some money out of us.
Our attorney is pissed - the secretary of state's office gets involved. We end up not pressing charges, but we scared this girl into not trying to pull that stunt again.
Upon sharing the news of this not working out, we are contacted by a woman who has adopted in the past - two children from the same mother. And guess what, this 22 year old is pregnant again. Super trashy, on drugs - so we passed. But the girl's 38 year old mother was pregnant at the same time as her by the same man. Mom and daughter were sharing a boyfriend.
We ended up adopting a baby girl from Utah 12 years ago. College girl that got pregnant. She's awesome and has grown up, got married and has started her own family.

I guess this will sound crass, but I'll ask it anyway as I've never adopted a child or been through that process. When searching for a yet-to-be born child do the potential adoptors vet the "stock" of the child's parents before making a decision to try to adopt the child? Or, is it a you take what you can get scenario?
For instance, do you look at the parents and say both mom and dad were borderline retarded and physically unhealthy, I think we'll pass on their stock? Or, is that too much like what you do when buying a new puppy, horse, etc.?

All that was going down - she got scared and made up the story to get out of it. Other than lunch at a mall food court, we weren't scammed out of any money. Just an emotional roller coaster.

The problem with this is that normal suburban girls that have good stock don't give their babies up for adoption. A friend of ours adopted a child whose father was in prison. In order for him to sign the TPR (termination of parental rights), he wanted his prison phone bill paid. It was $200. That child grew up to be an honor student and is in college now on a very good scholarship. So does stock matter, or how one is raised?
We went through the vetting process three times before it worked out on #4.
#1 was a Pentecostal family from Farmerville, LA who told us that they wanted to give the baby up to someone who shared their religious beliefs (we are Presbyterian).
#2 was the attempted fraud
#3 was mom and daughter pregnant at the same time (we actually withdrew from this one)
#4 was a simple college girl one night stand. Baby was healthy and beautiful. Biggest trouble of the adoption was flying with her when she was 4 days old. Everything else was smooth. We still have contact with the birth mother. At some point my daughter will meet her.
