POTUS visit draws attention to the scale of the disaster. Much of the coastal media has chosen to focus on covering politics instead of covering the extensive and historic events in Texas. They will be hard pressed not to discuss it in more detail now.
Texas will need support of congress and the federal government to rebuild quickly. They only act on what they are forced to see.
Prominent politicians visiting the area now with their swarm of cameras is a good thing for Texas.

I think Trump said from the outset he'd only go when/where he could do so without messing up relief efforts.
That said, while I think Trump tweeting about Houston could motivate his band of followers to give to relief efforts, I don't think Congress would be in the dark about the disaster.
Maybe I'm a cynic, but the advantage of this visit is to have Trump tune in to this disaster and ensure he's on the same page everyone else is on.
