If these programs are so great, their admin and faculty could reproduce the program at another institution within the state.

I really wish one administration would sack up and say this program isn't pulling its weight, this one does. we are cutting back on this degree.
LSU could benefit from doing this and focusing on what it is good at.

It's grown a lot. UL-Lafayette should be changed into a community college like that. The few decent programs they offer should be merged with McNeese. What's left is basically community college level anyways.
Do you even realize that ULL is over twice McNeese's size? What's your plan? Close down ULL and expand McNeese?
McNeese isn't big enough by itself to service the entirety of southwestern LA.

The waste is IN the administration

Does anyone know what Louisiana tax payers pay per student? Direct State funding + TOPS?

large admins are a waste, but so are some degree programs. It would benefit even LSU to look and see what they do best and protect those from cuts. If we lose a few liberal art students over sacking a degree then oh well.
An excel spread sheet covering potential salaries, tuition, and donations for each program and compare it to expenses of running that program. we could cut the budget down and shift resources to a stronger program and allow it to flourish and produce.
School wide cuts hitting every program is a horrible way to run things. I understand admins are often tied by politics and union type deals, but if we started thinking of education as an investment we could make some meaningful cuts and actually improve the school.

Shut them all down and make them juco's or technical school. Tulane can lower its standards and take lsu' best students. ;)

BS ULM is ranked second in the south. If u ever get admitted to a hospital ask where your nurse went to school. U will find out the diff between a nurse with a BS from ULM and any other institution or non-BS nurse really quickly if you are ill enough and stay long enough. been there done that. The difference is scarey.

Since there is no avoiding political turf protection in this process, how about this for a solution:
The governor and legislature establish a 2-year process which will end higher ed as we know it. As of, say, the 2018-19 school year, a reset button will be hit on higher education in the state, and only those schools who can establish their worth in that time will be allowed to remain open. Criteria on which they will be judged will include national prestige, number of nationally ranked programs, graduation rates, current and proposed efficiencies, and creative restructuring.
Here is the kicker: At the end of the process, Louisiana will have (for example) seven (7) four-year institutions, and twelve (12) two-year schools.
There would be lots of scrambling. Schools would voluntarily seek mergers in order to make the cut. Some schools would completely restructure and would have to demonstrate their ability to do more with less.
Everything above board, everything on the table.

Someone posted the link earlier. He failed to mention Nichols and ULL were ranked 3 and 4. ULM has a good Health and Sciences program. Every school in the state has 1 program that should keep it open if you ask an alum. La has an infrastructure and population that can handle 8 4 year institutions tops. There is currently a tier 1 school in N La and a tier 1 in S La. Due to population N La needs one school, NOLA needs one, BR needs one, South South La needs one, SWLA needs one, keep one HBCU, and then keep 2 of SELA, NWST, and Mcneese open.

The best the state can hope for in the short term is the closing or combination of a few schools at most. We aren't going to go from 14 schools to 6 overnight (even though that is probably what should happen).
TOPS also needs to be either harder to get or should become a low interest loan if you lose it during college.

TOPS would solve itself if it rolled into a loan after 5 years with no degree

When discussing this debate, strip away your own biases...whatever your loyalty is (regionally, you went to a shitty directional school, you root for blahblah).
Look at it from the perceptive of a business decision. If the State of LA put all public universities up for bid for private investors, where would the school rank in order of highest demand? There would be a bidding war for these in order:
1. LSU
2. La Tech
3. ULL
4. SELU
5. McNeese
Simply put, these offer the most benefit/resources and the highest potential for return on investment.
Very few would bid on the following:
ULM, LSUS, UNO, Nichols, ULM, SU, Grambling
