Love's parking is inviting this pretty heavily. 4-5 stories with ramps that just dump water straight down. then the bottom is barricaded off to stop any runoff. makes a bowl.
i live half way between Dallas and Austin so i usually have to pick which flight works better for me... and i really hate it when it's Love because of the parking.

It used to be that if you got really lucky you could park on that first floor and get out really fast when you returned.
