18? Yeah, counseling’s not going to do one bit of good. There are actual serial killers out there whose acts of animal abuse were pedestrian compared to this. She needs to be locked up ASAP.
What’s almost as scary as the incident itself, though, is the idea that someone in authority let her out because she’s supposedly too young to understand that cutting the head off a defenseless lapdog is next-level psycho, but would also allow her to vote on the grounds that she’s of age to effectively govern herself and everyone around her.
