And 38 inmates are on a waiting list for their vasectomies.
What that tells me is that these guys probably want vasectomies regardless of the jail time deal. The key here is that it's free. They don't want to be fathers and don't want to run the danger of child support.
The sad thing is that if you went to a poor, crime ridden neighborhood and offered free vasectomies to men who wanted them, you would likely be called a monster. I think the numbers here (though it's a small sample group) demonstrate a need that society doesn't want to talk about. I think more research should be done here.

Make it about race? The penal system and its original intended purpose was to reenslave black men. And it's main target is black men. So how could it not be about race when they get longer sentences for similar crimes?

I think this is fricked up, on both sides.
From the legal side - frick this. The committed the crime, do the time. Who cares if they cannot reproduce offspring? How does that lesson the crime they committed?
From the criminal side - what if they want to have kids? What if they are truly reformed and want to get out of jail and raise a family? You are actually penalizing those that may have changed. You are only rewarding those shallow fricks who will simply do anything to get out earlier.
I do like the idea of preventing deadbeats from having children, but again, this seems like rewarding the bad criminals with 30 less days, and those that may want to reform and have a normal life get penalized.
