A nice Dobsonian would fit nicely in that budget. Saturn rings, Jupiters moons, and a few nebulas come in nice on one of those. No tripod needed, but a folding table helps.

Assuming you want to look at the planets and stars, would first spend $200-300 on a pair of astronomical binoculars, see how much time you spend observing with these and if you want to get more serious.

I could see Jupiter's moons with the pair I looked though. If you go to highland Park on Wednesday nights (I think) you'll be able to see different telescopes.
