Because an idiot decided to drive in the middle of a hurricane in one of the most flood prone areas in one of the most flood prone cities in the country, go around a cop car with flashing lights and a barricade, into oncoming traffic lanes, notice the high water, choose to drive into it, then continue driving until his truck was floating?

They have some obligation to help a moron like that? That dude worked incredibly hard to nearly kill himself.

Was just about to mention that. Probably a 1 in a million shot you'll need it but if your card gets pulled and the only way you survive is having it...it's worth the $8.

In this situation I would maybe see how deep it is and how fast moving the water is and if my life wasn't in significant danger I'd try to help. But I wouldn't say anyone is under an obligation to put themselves at risk for someone else's stupid decision.
