Riverside won't tow that car. It's on public(city/state owned) property. Road Runner will do it and it will be 2x's as much to get it back.
Recall My topic from few years ago and the St Pats Parade Parking under I-10 debacle. BRPD paid the $486 to Road Runner for illegally towing me. But that was a mess.
TLDR You would MUCH rather Riverside tow you than Road Runner(BRPD's contracted Tow company).

Damn I love this shite.
I don't think most people realize that cops are similar to any other profession dealing with the public, a lot of them don't give a frick about shite that isn't urgent, and you may have to speak with a few to get one who is willing to help. Not saying the first cops are wrong, they're probably just young and/or inexperienced and didn't want their neck on the line.
