That's just some funky wind going through the NYC area right now. I wouldn't be surprised to see multiple low-end spin-ups happen over the next hour or so.

Reported that a New Jersey state trooper is missing… I don’t have tweet but I’m watching CBS New York on the Pluto app.

This is more or less the same rainfall rate as the 2016 storms correct? … just won’t last as long?

Yeah. It is up there with 2016 and Harvey. All this rain is being dumped on 98% concrete and asphalt, though.
