The reason is because usually the car who was waving people out leaves and the cop incorrectly places fault at the hands of the driver who didn't look.
I t-boned someone in a similar way. I'll try to explain as best I can.
I was going east on Coursey and getting in the right turn lane to Stumberg. Traffic was backed up at the light, but there is a neighborhood entrance that comes out into the turn lane (this was actually a poor traffic design; no one should have been allowed to enter the turn lane before that neighborhood entrance). People stopped at the red light had left a gap for someone going west on Coursey to be able to turn left (south) into that neighborhood. Those cars blocked me from seeing a car trying to get through as well as the person turning from seeing me. The people at fault are the two dipshits who left the gap. Since, DOT added white paint that's hardly visible on concrete to try and keep people from entering the turn lane before the entrance.

I have a school down the street from my house so I get to deal with the idiot parents every day on my way to work.
One morning, an extra dumb idiot stopped and was waving traffic into the school thereby impeding the flow of traffic. The best part was the school line was backed up to the street already. So he's just stopped, waiting for the line to pull up, let some one in, stays stopped, etc. The kicker was, he wasn't trying to get in the school line.
People got irritated and started honking and the cop that patrols the school zone saw it and when the person finally went, he came up and pulled him over.
it was awesome.

I understand the desire to be nice to other drivers because, hey, we've all been there where we need to be let onto the roadway but in all honesty this creates a very hazardous situation.
Keep the flow of traffic and stop being a nice jackass. This causes accidents which result in lawsuits which raise all of our insurance rates.
I highlighted the TRUE causes in these accidents...... They should pay attn. There are some intersections that if no one allows someone to get out, it'll takes 5 to 10 mins. We see it where I live because they haven't taken care of the existing problems yet. So DOTD/Govt and people not paying attn is the main cause.

It's like this where Juban hits Hwy 16 in Denham. Very often people heading south on 16 and want to turn left on Juban let people out trying to turn left onto 16. There's a huge curve there. Yes, it's a long wait, but there's a huge curve there and I'm not risking my life or having someone else trust me into waving them out only to be killed by someone going 70 around that curve.
