2004. I think each jurisdiction can create their own bi-laws or state codes or whatever it's called.
We don't know what the circumstances were on this situation. He may have been following his dept training. He may not have known what the person was inside doing.
There's a good chance he will sue the county for deflamation of character and pressuring him to resign for following orders.

Considering its going to take ten minutes for cops to get there, I doubt it's much of a concern.

The guy was a sheriff's deputy assigned to the school. So I would say he is pretty far from a mall cop. However I'd be willing to bet there are plenty of mall cops with more stones than this man.
