You snatch a few phones from a store....but you will never be able to get them activated. Can't sell them either, unless the buyer is a complete idiot.

Huge market for phones, locked, unlocked, not activated. If you are willing to sell to another country you can get more money for your phones. Indians don't care at all if they are not activated or locked.
