Passports are expensive and take a very long time to get. How can you expect people without much income to come up with a passport in order to make a last minute flight for a funeral? They can probably barely afford the flight but the cost of passports for an entire family will price them out, not to mention they couldn't get them last minute. It doesn't make any sense unless they completely overhaul the Passport process. Make it as affordable as a regular ID and make the turn around time the same.
