If paying customers are having trouble finding a seat at a busy time, it makes sense to accommodate their needs first. Their paying customers and regulars would certainly appreciate that.
If the dining/restaurant is only half full, a more lax approach isn't a big deal. In fact a more rigid policy here would probably be a negative for the company. The person sitting in the corner using the wifi might be meeting waiting for someone that actually is/will be buying coffee.
I say this as someone that camped out in CC's all day during exam week. I bought a lot of coffee from them. If I wanted a quiet place to study that didn't require buying coffee, I'd have gone to a library.

He had to get paid off by Starbucks. You can’t be fired for enforcing store policy without legal repercussions. Can you imagine the circus around that legal action.

If you get caught sneaking booze into TS, you dont get a free pass because everyone else is sneaking booze in.
You dont get excused from speeding because others are speeding too.

I honestly see nothing wrong with the policy, but let's not pretend that they are enforcing that policy with every single patron that comes through their door. I agree when asked to leave the premises the guys should have left, but I definitely strongly feel that if you're going to get that prescriptive and unmalleable about shite then you need to make sure you're that way every single time with every single customer. What if the guys planned on buying something once their friend arrived? Is it necessary to purchase a drink immediately upon entering a Starbucks location? The manager's primary grievance wasn't with the two gentleman wanting to use the restroom, her main issue was with them not buying anything. There is a lot of gray area when it comes to having a policy like that. This whole situation could have been handled way better. You've got to pick and choose your battles. Now if they were causing a disturbance that's one thing, but all she had to do was say we have a policy that you have to pay for something before we can give you a code to the restroom and left it alone. Escalating it to the point where you call the cops is such a ridiculous choice. Use some discretion for fricks sake

If I'm a patron of a coffee shop and I come in to try to get a table to do some work, I'd be frustrated all of the tables are taken by random people that are just free-loading...
I mean I've seen managers ask people to leave before at Puccino's on Vets. White. Black. Asian. they just ended up leaving or buying something. Even the cheapest arse water is enough. Its the whole fact that random freeloading people are taking up seats from patrons.

You probably shouldn't go to coffee shops to do work then because generally most individuals that camp out at coffee shops are free-loading to some degree. Buying one cup of coffee entitles you to hours of free wi-fi, AC, and the use of a restroom? A lot of coffee shop regulars seem to think so

In most situations you can be fired for any asinine reason your employer wants (or for no "reason" at all) as long as it's not discriminatory based on a legally protected class.

After reading more about this I'll take a shot at answering my own question. While I don't think the manager would likely have any viable claim based on wrongful termination, I did read this that came from Starbucks chairman's mouth:

If there were any possible lawsuit by the store manager it might be one for some sort of defamation, not wrongful termination. Has to be tough to be following your company's policy and then have the chairman come out and and essentially call you a racist. That should piss the manager off. If anything, go after this limp dick chairman throwing you under the bus to save his bottom line.
