Guess my wording was off. They want justice. They want a cop to go to jail is what they want. What if that does not happen. Do they get the justice they are after or riot all over again.

My guess is it's a balance between being too oppressive and yet trying to maintain peace. Most shite hasn't started until late anyways. There will be those that don't like being given a bed time. I know my kids don't like it. But I think this is actually going to be welcomed by some. They will be there right up to midnight and then give the streets to the cops and say please, if there is anyone out now, they're up to no good.

Because they didn't want to agitate the looters last night
The shop owners who got looted last night and looted last Saturday were on CNN earlier and said 3-4 different people called 911 about them destroying their store and NOBODY showed up.
