Stacy is another one of those that the face doesn't quite meet expectations - and more so than the picture of the contest participant - I'm not ready to call Stacy "ugly" but she is a little more of a butterface than that example.
(And I think part of it is that Stacy's face doesn't photograph well - I suspect she looks better in person.)

She's not very pretty, but I think this is another one "She's self conscious and doesn't photograph well" - if she relaxed and put on a comfortable smile, I think she gets to mid-range (4 1/2 to 5) in the face or better.
Plus that is a natural look - make up and hair would boost her, as well, for a photograph.
