Maybe she was differentiating between black members and the word that she used? I have heard people do that before saying that there is a difference.

jpeg compression is consistent throughout the entire picture, meaning nothing has been added since the image was created, or in this case, the picture was taken.

if anything had been added, it would be an almost white spot on the ELA analyzed image meaning its compression level is lower than that of the rest of the image. basically the lighter part had be saved fewer times than the remaining image.
