Its cause the X is number of people!

Flat rate from airport + number of people up charge.

Assuming this is a minivan, you could fit 6 people max, and B is more expensive in any scenario.

30 Miles is the even point for the cabs. After that Cab B is a better deal. Call Uber.

Ok...now, seriously...if x is miles, it would depend on the distance from the mall to the airport. Assuming they wouldn't take a cab for more than 30 miles, then Cab A will be cheaper.
