No one said that.
However with nothing open and nowhere to go people were pretty much just restricted to staying home.

If you live in a city and not the boondocks, where the hell are you going to go? Even parks were closed off at one point. People were judging Florida hard as frick for opening up beaches in mid-April. So yeah, people were kind of locked inside or at least had nowhere to go. At least in cities, especially in liberal states.
