How about you let the market work itself out and allow private businesses choose their own smoking policy?
I deliberately choose bars that allow inside smoking so I don't have to go outside. Someone who doesn't like smoke is probably not going to go there. Everyone is happy.

I had a neighbor who smoke a pack and drank a six pack of beer every evening after work.
He worked on industrial ac units; I’m sure he smoked 2 packs a day minimum.

I value the freedom of a proprietor to set their own policies over your concern for health. If you don't like their policies, you are free to choose another business. That's the way these things work. You are not forced to inhale my secondhand smoke.

Taken to its logical conclusion in light of health concerns, the government should be restricting the intake or sale of any substance that may cause harm - whether that be alcohol, drugs, or cheeseburgers. Or maybe, in its great concern for the body politic, it should ban motorcycles, rock climbing, or any potentially dangerous activity that is a threat to a citizen's good health.
The government's primary responsibility is to protect the rights and freedoms of its citizens.

I think it’s a fair compromise. You shouldn’t drive drunk because it’s hazardous.

That's quite a bit different than saying the government's responsibility to protect its citizens is greater than the freedom of the market. It just sounds like you want to use government power to enact your own personal preferences.
