I am not convinced the masks work.
I was exposed to Covid in March at home by a senior care worker. I didn't get tested. I had 100.5 fever only at night and a headache from Hell. This lasted 5 or 6 days. In late May I went to the doctor for unrelated reasons and while I was there, requested a Covid antibody test. It came back + for antibodies.
My brother is an M.D. who wears glasses, face shields and full PPE. He got Covid in September, had a hospital stay and 20 days of quarantine. His urgent care facility sees 100+ patients a day.
Yesterday, December 18th, I went to the doctor for a follow up and requested a second antibody test. It came back negative.
So the antibodies don't stay around. I assume that means that I can catch Covid again. I have gone out to eat, had hair appointments and doctor visits, grocery shopping, and other normal every day activities.
I don't know what my point is except that you can be anywhere and get exposed or not, masked or not.
My brother is 6 years older than me, active, plays tennis, etc. I am more sedentary, yet he is the one who had a worse case of the virus.
Makes you wonder why the virus affects people in different ways. I know this didn't answer your question.
I wonder how long it will take the scientists to figure things out...

To the original point, we’re talking about people who are covid positive.
There is technology that traces people so if a person tests positive they can be traced.
Furthermore, require a positive tested person to quarantine. If they refuse, subject them to a penalty
